Associate Director, Institute for Public Health

Leah Kemper is a health policy analyst and researcher. She managed the institute’s Center for Health Economics and Policy from December 2015 until her appointment as associate director of the institute in October 2022. While with the center, Leah launched the Transforming Healthcare in Missouri meeting series, authored policy briefs and papers, collaborated on and managed grants, provided technical assistance to researchers, administered the center’s pilot grant program and collaborated with partners on various initiatives across the institute, the university, and within the St. Louis community.

Leah received her BS in Biology from the University of Missouri – Columbia and her MPH from Saint Louis University. Before joining the institute, she worked on health policy research at the Brown School and at the former Center for Health Policy at Washington University; as a legislative analyst for the Illinois State Treasurer’s office; and as a legislative intern with the Missouri House. Leah and her husband, Ryan, have two daughters, Lily and Hazel.
